| The State of Florida entered into a contract with Bank of America to establish a procurement card (PCard) through the Visa credit card system. Other state or federal agencies may use different banking arrangements, but the purpose and function are usually similar. The PCard was originally intended for small dollar value purchases in order for agencies to save time and money by reducing the number of purchase orders written, and by minimizing paperwork and time.
UCF used the State of Florida PCard for almost five years from August 1998 through February 2003. When UCF devolved from the State effective March 2003, the University started its own PCard program with the same arrangements as that of the State under the same contract with Bank of America.
